Sr Human Resources Advisor (PER3D)
Position Summary: 
Under the general direction of the Executive Director and in close collaboration with stakeholders from across the Faculty of Medicine (FOM), the Sr. Human Resources Advisor is responsible for all HR matters. The Sr. HR Advisor takes an active role in developing the Faculty’s HR vision, goals and strategies while acting as a change agent and coach. Develops and implements innovative solutions to a wide variety of complex HR issues including labour relations matters, employment law, workforce planning, succession management, Administrative and Support staff recruitment and retention, training/re-training, employee benefits and salary policy, retirements and terminations, organizational analysis and team building). The Sr. HR Advisor is responsible for keeping abreast of human resources and labour relations related issues affecting the FOM, advising the Executive Director and Dean when appropriate and ensuring issues are resolved and proper measures are taken.
Primary Responsibilities: 
  • Works with HR Labour & Employee Relations, human resources advisors as well as union leadership to understand and improve labour relations.  Ensures coherent and consistent application of University policies and of the five (5) collective agreements specifically with contentious matters related to hiring, performance management, grievances, investigations and terminations.
  • Advises academic and non-academic supervisors with respect to the management of work performance and disciplinary measures. Mediates disputes and follows up on a regular basis to ensure future disputes are avoided.
  • Actively manages the Faculty’s ‘relocation’ pool and meets with employment secured employees whose jobs will be abolished to review relocation options and discuss retraining. Provides career counselling to employees to help them with their career transition.
  • Oversees and handles non-academic recruitment at the FOM.  Must be familiar with the diverse and often specialized employment needs that exist throughout the FOM including clinical, academic and non-academic environments.
  • Undertakes in-depth organizational reviews of departments/centres/divisions across the Faculty.  Drafts and maintains staffing plan for all departments in the FOM.
  • Drafts detailed reports on a variety of HR matters including investigations, disciplinary meetings and other sensitive matters.  Frequently drafts reports and communications for the Executive Director, Dean/VP, HR professionals and other stakeholders across the FOM.
  • Works in collaboration with the Senior Project Director to complete the Faculty’s Administrative Excellence Centre (AEC) deployment as well as the recruitment of the remaining AEC teams and related training.
  • Manages the administration of non-academic salaries and the annual performance appraisal process and merit awards ensuring equity across employee groups.
  • Is responsible for the day-to-day management and leadership of the Deanery Human Resources team.
Minimum Education & Experience: 

Undergraduate degree (Management, Human Resources or Industrial Relations)

Five (5) years’ related experience in a similar role in a unionized environment

Other Qualifying Skills And/Or Abilities: 
Graduate degree and CHRA designation preferred. Progressive generalist experience with advanced knowledge of all aspects of human resources management (labour relations, employment regulations, workforce planning, succession management, non-academic recruitment and retention, training/re-training, employee benefits and salary policy, organizational analysis and team building). Experience working in an educational, medical/research environment. Proven leadership skills with the ability to coach and mentor staff at all levels within an organization. Proven experience acting as a change agent and champion within an organizational setting. Advanced ability to work creatively under multiple constraints. Strong analytical and superior negotiation skills with ability to present a “business case” to all levels of management and stakeholders within and outside of the Faculty. Demonstrated ability to develop creative solutions to highly complex problems. Superior communication (written and oral), interviewing and presentation skills and ability to create a positive environment that fosters effective working relationships. Ability to effectively communicate unpopular decisions. Excellent judgment and communication skills in both English and French in order to build rapport and constructive and effective working relationships. Strong written skills. Composed under pressure and able to meet deadlines. Advanced computer skills.
